This is because the developers concentrate more on finishing up the project within deadline and less emphasis is given to the consequences that might arise because of mediocre development. Companies are busier in gathering the projects from various countries so that their portfolio can be enhanced but who can be sure about the quality of the output they give?
Since both the parties are from two different countries, in case of any conflicts or situations where a legal case might have to be registered and sought out, the confusion remains. Which court the entity will go to? Most of the times, it is not feasible for one party to file a case against another in such a situation.
