Yes, PTE is valid to apply for Australian Permanent Residency.
Pearson Test of English (PTE) is acceptable as a proof of language proficiency test for Australia visa categories by DIBP (Department of Immigration and Border Protection), organizations and institutions. It was recognized in 2014 as a proof of English proficiency in Australia.
Any applicant coming to Australia as an immigrant must prove their English language skills and thus, it is mandatory for non-speaking natives to sit for the language requirements test.
PTE has four sections of Reading, Writing, Listening and Speaking. It has two categories-PTE Academic and PTE General.
For immigration purposes, you must go for PTE Academic.
As you know that a point based system is followed by Australia to migrate the potential applicants and English language proficiency is one of the key factors along with age, educational qualification, work experience, relevant skills, language proficiency and other factors for skilled migration visas. The minimum required points to be eligible to apply for Australia PR is 65 points.
You may calculate score using Australia Point Calculator

To be eligible to apply for Australia Permanent Residency, you must score at least PTE 50 score in each module of Reading, Writing, Listening, and Speaking. Though, you won’t get any points towards your overall immigration point score.
However, if you score 65 PTE score in each module of reading, writing, listening and speaking, you will get 10 additional points and if you score 79 PTE score in each module, you will get 20 additional point score to be added towards your overall immigration point score.
